I just heard back from Site5 tech support.
They say that \”Mod_rewrite is already enabled on all of our servers including your VPS. You can activate this on your account by using the .htaccess directive RewriteEngine On\”

You are quite correct 🙂 We do have mod_rewrite available by default on all servers, and the .htacces directive you mention is the proper way to use it.
