Have you added the wildcard “%” in your Remote MySQL tool in SiteAdmin? This is what allows the connection. If you have done this, it may be that you are using an incorrect connection string (username, password, or database name is incorrect). Please note that the database name and username MUST contain the characters preceding the _ in SiteAdmin (this would be your hosting username).
As well, you may want to confirm that the user as access to the database, in the MySQL Databases tool in SiteAdmin.
