I submitted an xml file using Filezilla. The file was created in Notepad++ on a Windows 7 system and saved in UTF-8 format.
The first line was:

The server complains that the server encoding is missing and defaults to requiring ascii.

That is very strange, as UTF-8 is a common encoding format. It should definitely work as normal on our servers – have you contacted our support team with this?
