Live Chat software is not allowed on Site5 servers due to their resource intensive usage as per https://www.site5.com/legal/resource-usage/standard/

Does this also apply to VPS plans where the resources are exclusive?
If yes, does the softaculous of the VPS’s cPanel include the live chat applications not present in the Reseller’s cPanel?

This does not apply to VPS plans, no. However, Softaculous on VPS plans does not provide a one-click installation option, so you would need to install this manually.
