Absolutely! However, you will need to have the account setup with the same domain name ahead of time. The domain does not need to point to the new account for the dedicated IP. This should give you a chance to setup your site before pointing the domain to the account.
We do periodically check to see if the dedicated IP address is actively being used. Because of this we ask that you re-point your domain to the new account in a timely manner after requesting the dedicated IP/SSL. If there is too much of a delay, you risk having the dedicated IP.
